disturbances in South China, or other matter of political
importance which may directly or indirectly affect this Colony.
i have therefore no locue standi for complaint should such an
intimation be withheld, and as in the case under discussion
there is no standing rule to guide a locua tenene in the ten-
porary absence of the responsible officer. it appears to me
advisable that this matter should be put on a more definite
and recognised basis, arui it was with the view of suggoutáng
that this should be done that & addressed the hecretary of State-
I hope that these observations will remove any misapprehension
